Matt Russell, one of the co-heads of the new St. Francis International School in Silver Spring, stood at the top of the steps on the first day of classes Aug. 31, at the newly established school. He was presiding over a happy chaos as he greeted students, their parents and faculty. "We are so very excited, and we so very thrilled," Russell said in between welcoming students to the school. Nearly 2,000 principals, teachers and staff from schools across the Archdiocese of Washington gathered for the Opening of Schools Mass celebrated by Archbishop Donald Wuerl at the Basilica of the National Shrine of the Immaculate Conception in Washington on Aug. 23. Last week, both the U.S. House and Senate appropriations subcommittees voted in accordance with President Barack Obama's budget proposal, effectively denying an increase in funding for the D.C. Opportunity Scholarship Program for the 2011 to 2012 school year. The federal voucher program currently provides 1,300 low-income students with up to $7,500 to attend the school of their choice in the city. It began as a three-sector bipartisan approach that authorized equal funding for D.C. public schools, D.C. charter schools and scholarships to attend private schools in the city. After last week's vote, the public schools and charter schools will receive increased funding while the scholarship segment of the program will be substantially cut.
